Combine flour, baking powder and salt in a bowl. Add milk and oil; stir just enough to hold dough together.
Knead lightly (about 10 strokes) on a well-floured surface. Pat or roll dough about 1/2 inch (30 cm) thick (makes about a 7″ (17.5 cm) circle) and cut with a floured 2″ (5 cm) cutter.
Place on an ungreased or parchment-lined cookie sheet. Bake for 10 to 12 minutes, until golden brown.
